DLC will be FREE or need to buy?

Ok, this has bugged me for over a year now. That's literally the only one that looks like that in my entire bronze medal completed collection. (which is A LOT)...

dear developers. that the achievments only pop up in the highest difficult is crap. is it maybe possible to change that with a patch that they will pop up on any difficult. thx

I'm interested in the game because of a specific dlc. But I don't like games that pollute the public list with a lot of dlc that appears in a bad way. So my question is if this game is one of those that gets a lot of dlc appearing in the public list or if only the game appears. Extra question: Any achievements need dlc?...
