Nobody's playing this online anymore; finding others to play with has always been difficult even when the game launched. Part of that is due to the matchmaking system not allowing you to join lobbies with a race in progress unlike Transformed, which still has an active player base to this day.
The game's focus on teamwork makes it more frustrating than enjoyable. The Team Ultimate moves which are basically this game's All Star moves completely break the balance of the game considering you can easily spam this during races by passing items to your teammates back and fourth making track mastery not nearly as important for winning races.
A lot of what made the previous Sonic racing game, Transformed, so good were either watered down or removed completely. You can't use triple items all at once and instead have to use them one at a time, the boats and planes are gone, the game feels slower even on the highest difficulty, and the story mode is basically the World Tour mode from Transformed but worse.
Even the tracks were disappointing. Of the game's 21 tracks, only 12 of them are brand new which is 4 less than what Transformed had, and the new tracks aren't even that fun to race on. The rest are just recycled from the previous racing games.
TL;DR, just play Transformed instead. Or wait for the new Sonic Racing Crossworlds which is looking a lot more interesting than this.
I would absolutely recommend playing Transformed - it's currently the best kart racer available on PC.
