As for Mr. Bronze, make sure the game is set to run on the dedicated graphics as most GeForce laptoos have both the discrete GPU and the (slower)integrated Intel GPU.
I have a 160hz G-Sync display, so this might be the issue. However, there is no option in game to cap the frame rate at 60FPS.
Altough on top of this it's getting clearer that there's definitely some frame pacing issues going on especially the longer you play the game, so even capping the framerate is not perfect solution because sometimes those frames are served in a way that you get dublicates.
So this would actually have to be patched by the game devs to be fixed properly. Especially with epileptic car indicators and bugged items in the mix.
Vsync simply syncs the frames to match your refresh rate, so if you have 160Hz monitor, vsync should properly make the game give you 160 FPS.

However, if it ever drops below 120 there does seem to be some stuttering. The good news is that this game never drops below 120 frames unless I run it in 4k.
I've already requested a refund now... let's see what happens. Disappointed.
I've troubleshooted some more and so far the best solution for me is to tell Windows my monitor is a 60hz display. Then my issues go away.
