Setting OPENSSL_ia32cap enviroment variable to ~0x20000000 helped in my case. To do that open command prompt and execute:
Or search in Start Menu "environment variables" and then "Edit environment variables" -> "New..." -> variable name - "OPENSSL_ia32cap", value - "~0x20000000"
tried both ways but it did not helped.

Not sure if it was an update or smth else, but it started working now.
(i'm using proton btw)
