If you use the Panda Pass, that unfortunately won't work offline, since that is recorded on a server, and it needs to be able to download the extra data on-demand anyway. But I think it should work if you use the Steam DLC.
If you *did* buy the DLC here and it does not work, then I would recommend writing to support to hear if they have any advice, because it'll be easier for them to assist you that way.
Even worse, the r18 and non-r18 safes are not compatible, so I can not open my safefiles.
In Crush-Crush this is no problem, here I can aces the r18 content offline AND If I open the game without the pass, I fall back into the non-r18 mode but can continue without problems, safe and pick the new safe up in r18 without problems.
It works by checking your SPS ID and then it downloads the 18+ content in the backround
That is ok, but I would be happy if the game would keep the 18+ content around after downloading it. Maybe delete it, when there's an Update.
I get that they need a check against abuse, but if there's a regular check, while the game is active or whenever it's online I think it would be enough. The people who would stay online after not having the PandaPass anymore should be pretty low, the games are good but not that big of a deal for nearly anyone.
