Steam Error Code 84 when trying to publish level

I'm attempting to submit a level I made to the Workshop, but I get a "Steam error code: 84" message when trying to do so. This persists even after closing the game and reopening it.

Right. This most likely means that you need to confirm Steam's general workshop agreement.

It says that I already accepted the agreement. Even after Accepting Again, I still get the error code...
