Ink bomb can't target all my targets? Possible issue with obstacle or map edge

So I got this scenario of two hounds are standing right next to each other, an obstacle right next to both hounds, map edge on the other side of them. When I tried to use Ink bomb on them, it would not turn the ink bomb target in a way I could target both hounds. The way I'd logically "target" the area is the two hounds side by side would be two of the red squares of the target, then the obstacle or map edge would be the other target.

I'm two steps away from the first hound, obstacle and other hound are three steps away, all logically in the range of the ink bomb attack. Just won't let me turn it in a way that I can target both hounds.


It's like the obstacle and the map are not allowed to be targeted by the ink bomb. Which is bad, a flying enemy can end his turn on an obstacle so I'd need to be able to target that spot.
