No slowdowns, no. I'd say it uses about 70% of my CPU while it's running (according to task manager). It slows down my system a little if I try to go and do something else while GH is still running, but playing the game is smooth with all in-game graphics settings turned up to the max.
Also, I run it on one of two monitors, both running at 2560 x 1600. Maybe you're running at 4K or something? Have you tried a lower resolution/lower graphics settings to see if that changes things? Even if you want to run it maxed out, this is a good test for diagnosing any issues.

That's it. No fancy cooling at all. It was an HP Envy I got < $1k over 4 years ago.
Looks like about 80° C for GPU and 58° C for CPU. Internet seems to think those numbers are pretty well within spec (nVidia says it should be less than 85° C).
I don't notice any slowdown, lagging, tearing, etc.

There's a setting for this issue, if my guess is right. Turn on VSync, every second Vblank. You might be fine with just VSync.
I think the cause of the problem is that there's little CPU work so the GPU runs away unconstrained, generating frames that really aren't necessary.
Seems like we get similar temps. I just dont like my rig getting that hot for a game that cannot justify it. This game definately should be running at about 70 max. But regardless of whether I lock the frames to 60 or leave it at 144, im still averaging between 79-83c - which points to an optimisation issue. Even if I set the graphics preset to 'simple' im getting consistently high temps especially on forest maps.
I fiddled with things a bit. Setting VSync to "Every Vblank" (as suggested by Slow Dog) did drop the utilization down to about 65%-85% (I can't explain why the game gets stuck in certain modes at certain zoom levels). However, it didn't change the temp. It stays at 80.
In fact, I cranked the settings WAY down, and it stayed at 80 even when running about 55% GPU utilization:

I let it run like that for quite a while, and it never significantly changed.
Even when I dropped the settings WAY down (set to "Fastest"), at 40-45% GPU it was still at 80° C. That just seems to be the temp of my 970 under and kind of significant load. And to repeat, my computer doesn't sound like its straining or anything. The fan noise is pretty much what I would consider normal when I'm just web browsing.

You might try it out and see what you're getting, and what you're getting in some of the other games you're talking about.
Since you aren't seeing any actual performance issues, I'm not sure what to tell you.
The OP said they were having actual major performance issues, even with all the graphics options turned down to the lowest. I'm more interested in what's going on with their system, though they haven't replied since starting the thread a few days ago.
I would suspect, though, that the game is very much un-optimized. You just don't do that at this stage in the software development cycle. It's pointless, because you'll wind up optimizing code that gets ripped out later anyway. Only gross performance issues are generally fixed at this stage. Once the code is much more in a stable state, then they go in and fix any remaining issues.
For reference, that is roughly the same load I see on Cyberpunk @ 1080p on high.
On a lesser AMD laptop graphic chipset, if not ventilated, seen 100% utilisation @~90°C even with everything set to fastest.
