As you get a Mastery, that element becomes available as an enhancement. The ELemental Mastery is an enhancement that lets you choose each time rather than being stuck with one. (Got the achievement, haven't enhanced anything with it yet, but there are other effects that at the end of your turn let you infuse anything and it gives you a pop-up menu at the end of your turn where you pick.
Anyway, yeah, that's the gist. Make and use an element enough times and you gain mastery of it (and get granted the ability to enhance cards to produce it). Do it for all six elements, and you get given the ability to enhance cards with "any element" generation.
