Report a translation problem
I was able to launch the scenario, but my other player got an error that all slots had to be filled before launching.
We took turns hosting, continued to run into this issue and was never able to start the scenario.
Is there something I am missing?
EDIT2: Slight spoiler warning on the video as it does show some of the characters that can be unlocked. It's not much but figured I'd include this nonetheless.
Must be, I've played both solo as 2 characters, with a friend with one each and two friends with one each.

Granted I've never hosted myself, but we've not had this issue. Will try and host a game and see if there's something I'm missing.
EDIT: See that as the host I can't try much without someone else in my session sadly.
Are you absolutely certain that all the empty slots are assigned to the host, rather than one assigned to the other player? There should be a text in the top right corner telling you what the problem is.
