Pull and retaliate

There is an issue with retaliate when pulling. If you have an attack that pulls against an enemy with retaliate, and you pull them next to you, it should not retaliate. The damage should apply first, then retaliate, then pull.

Correct. Retaliate happens after the attack, not after the damage portion.

The flip side of this is that push is a good way to deal with retaliating enemies.

But this means the reverse is also true: if you push a retaliating enemy with a melee attack he won't retaliate. Use it to your advantage!
