Burning Cards for Ally Damage
So...in the game, any player can burn a card to prevent an Ally's damage (example - Hail in certain scenarios). Why is this not in the game?

Most likely because it was too difficult to code in for one reason or another. Quite a few things were left out because they would be difficult to program and/or would mess with UX, especially for things that only rarely come up.

I think it is in the game for certain scenarios: I remember encountering it at least once (part of the Redthorn storyline where you have to rescue the captured Orchids).

It's not a universal rule for allies though; as you mentioned it's scenario specific. I don't remember any of the Hail scenarios having that rule, but it has been a while since I played them.

You probly confusing it with the Crystal one, where there's a special condition for 2 times you can burn a card to negate damage on the crystal,

It's not a default rule. Certain scenarios specifically allow it, and one unlockable class allows it for a specific ally. Outside of those exceptions, you need to keep the ally safe from attacks or heal them up after the damage.
