Is anyone else having trouble with this one? I give up my bottom movement next the the valves, but it will not allow me to close them. If i do that the creatures stop spawning next to it, but the scenario wont show that i closed the valve. I closed all four but then they started spawning out of areas where the valve was closed.

I assume you are on the difficult terrain hex that is on the valve (rather than adjacent to the hex).
It’s annoying, but technically implemented correctly. Make sure to be adjacent to that hex.
There is an option that will come up to give up the bottom action, it isn’t done just by skipping the bottom action.

I get the option to forgo the bottom of the card, and when i confirm it the bottom of both cards can no longer be played. I can only use the upper part of the cards, but the scenario tracker still says 0/4 closed. I tried several times with different characters and same results.

Ah ok then, must be a bug from a recent patch

A little bit late for the party, but you must select the forgo option, select the valve and then select confirm. Just messed this up myself, without the confirm the whole action is just wasted.

Yeah after skipping, you have to SELECT the valve...found that out the hard way doh!
