In the case of non-host's playing, selling items is a loss. (Selling a item is useless because the player's money and item status will be back after synchronization)
Also, there is a trick to clear the solo quest by donating or buying expensive enhancements or items (Since synchronization, the money spent will be refund. So they're free in the solo quest.)
2. Assuming that all progress is synchronized, not just solo scenarios's »
In this case, when only 1 global item in the shop is left, 2 players can purchase each item offline and wear it. What will happen when they meet later online to sync?

Only the successful completion of the scenario and the item/gold/xp from that completion are synced. This is from a developer on the discord:

"The Solo merge ONLY merges the item/Gold/XP earned in a successful Solo Scenario. So if you go off on your own and run Black barrow 5 times and the Solo Scenario 14 times until you win, only the Item/Gold/XP from the 14th run is merged in. ONLY completed Solo Scenario results are merged.

I think with your point 1 you're concerned there could be some cheesy shenanigans you can get away with. I think I'm fine with that. The solo scenarios are difficult, and you're advised to tune your character to the scenario. In some cases it might (in cardboard) be sensible to create a character just for the Solo. You can't do that in Digital (well, you can, just as a challenge, but there's no benefit as the solo item doesn't go to the shop), so a bit of extra help to a character who's set up for the campaign isn't a terrible thing.
