Report a translation problem
The card does not read.
"Whenever any ally suffers damage they may have you take the damage reduced by one instead". It reads
"When any ally suffers damage, you may suffer that damage reduced by one instead"
So it doesn't matter that "If an AI can complete a given action it will do so" as it is not their action to take.
Also I think 2) also shouldn't happen since the card says "suffer damage" which means it should be absolute damage. So should be treated somewhat similarly to retaliate damage or trap damage for example. The original receiver of the damage (if it was not direct damage SHOULD be able to use shield before calculating the damage) and then AFTER that the sunkeeper should be able to take over whatever damage remains (and reduce it by one as per the effect of the card)
That said, it could just be an unfortunate result of the way the game is coded if she is indeed supposed to be able to choose. Post about it on the discord if you want a real answer I suppose.
