You can play the game hotseat if you want, just take turns for each character.
No, would be the correct answer

Would it be possible to play with two players local and another player online to make a 3 player party?

Online multiplayer means that the host can assign mercenaries to as many different distant players as they like, limited only by the obvious limit of four mercenaries per party. So anyone can have one, two, or even three characters. (At four, you're single player again.) If one player "controls" three mercenaries (passing the keyboard to whatever player happens to be running that character) while someone else controls another remotely, that's entirely doable.

It's a turn based strategy game with multiple characters. The multiplayer is built into the concept, just take turns and only play when it's your character's turn.

just plug a second mouse into the pc, unless its a laptop thats specifically set to disable say the touchpad upon attaching a mouse, computers in general will respond to having 2 mouses in, just as a reminder its not going to create 2 cursors, they are both going to control the same cursor. so stuff like 2 keysboards and 2 mouse will work.

alternatively steam controllers are an option too because of their flexibility

or use a mouse and keyboard config for any controller as can be done through steam now

It would just be nice if everyone could manage their inventory at once (to save time). If anyone knows how to do this, let me know.
