You can only get 3 if you don't move. I need 5. How do I move AND use loot 2?

This feels more puzzle-like than it should. In the sense that I couldn't know to do that without failing once really. Or get lucky. But thank you.
Well, thats a good question. I don't remember offhand. I will say that I do tend to get lazy and skim text, so maybe its my fault.
I start to read very critically when I lose a bunch of times, but I thought I had the first part down.
Update: I figured out that the default action 'Move 2' I used was a bottom action and so was Loot 2 so that's why it was disabled for me and only the top action was available.
