Report a translation problem
The two things I would suggest first would be:
1) Try installing DirextX9 from the June 2010 redistributable. It's included in the download, if you rightclick the game, browse local files, and go into _CommonRedist/DirectX/Jun2010/dxsetup.exe
2) Check and see if your antivirus software has quarantined or is blocking scavenger.exe from running.
Scavenger.exe hasn't been blocked by my AV and it still exists in the directory, reinstalling directX9 hasn't fixed the issue either.
That is really weird. I'm not sure what this is, but I'd like to fix it if I can.
Here's my proposal - please let me know if you are willing.
I'd say, refund the game on Steam - it should let you, as long as you are under 2 weeks owned time and 2 hours played, which should be the case if you've never gotten it to start successfully.
I'll put together a debug build full of logging. It'll take me about two days. When it's ready, I'll send you a dropbox link where you can get that debug version. Try running that, send me a copy of the log file it generates so I can see how far it is getting, and I'll see if there's anything I can do to make it work from there, but you won't be out anything if I can't.
Does that seem fair?
My apologies for the whole situation - I've never found a windows gaming computer that the game just flatly doesn't run on, before.
