By not recruiting anyone in the recruitment pool that isn't willing to spy for me. I'd also check the employment history of those not willing to spy because not all of them are spies sent by the AI. If their recent employment history shows that they were employed for less than a year, almost likely a spy. If they're from a faction that was recently wiped out, or simply left their previous faction after serving for at least 2-3 years, then they're almost likely NOT a spy.
Obviously I do make exceptions and still take the risk of recruiting characters I'm almost certain are spies. In that case I would look into whether I can invest in boosting their satisfaction to stay at 100 for at least 5-6 turns or not. Another way is to just make sure to not put the suspected spy into an army and just let them do assignments or make them the administrator of your capital since no spy can hand over someone's capital to another. Spies can only cause huge issues if they're in an army and could cause some trouble as an administrator too. Heck if you somehow make a spy your family member or they're a distant relative, they could possibly perform familial assassinations.
