Is Imperial Intrigue useless?

Just doesnt seem worth focussing on imo, you can lower someones rating, but that achieves nothing. No one cares if their value is low, and whoever holds the Emperor just gets free bonuses.

Spending the points just to raise your points is also completely stupid, it's just a free button..

Lowering your opponents is pointless because it'll almost always replenish?

Is there any points even opening the tab?

At the moment, Imperial Intrigue is only useful for having that Satisfaction and Anti-Corruption bonus. However, holding the Emperor also has its own bonuses, like in diplomacy when you can strong-arm factions into deals using the Emperor. And of course, holding the Emperor is nice since you can restore the Han and Liu Xie is a very, very good faction leader for that matter.

It's not useless. Its use is making the game turn into Total Peace Three Kingdoms.

What makes Liu Xie a good faction leader btw? I've always been too attached to my leader to give them up - especially in exchange for someone I can't even use in battle.

No it's definitely useful in diplomacy when you can issue Imperial decrees. I'm glad CA added this particular feature into the game. Downside is that there will be one ostracized person and everyone else will be close to 100, and that makes a few options negligible. Maybe later CA will modify how the AI's vote, or maybe you can control how your allies/vassals vote.

He has some nice faction wide buffs in his skill tree and you can put your leader in a PM position. Using him is a role-playing thing more than anything else, or at least it would be if the governors could use him.
