what am I missing by not buying the 200 scenario?
My favorite scenario is the 194 since I like playing as Lu Bu, so I didn't buy the 200 scenario. However, I would certainly want to see the new characters and the new units appear in all scenarios.
So If I start a Lu Bu campaign in 194, will the DLC characters and units appear for the AIs (if I progress to year 200)?

Fates Divided provides a fun 'challenge' if you're looking to start off as one of the smaller, minor factions.
I enjoyed manipulating my campaign movement range and capturing/employing Guan Yu on Turn 1 before Cao Cao could reach him while playing as the Bandit Queen.

I haven't tried playing as Cao Cao in 200... But part of what I enjoy of Total War is building up my faction from nothing. Cao Cao has so much territory (not all of it built up in a way that I like) that it takes a ton of deconstruction and reconstruction before I'm happy with it.

You're only missing the start date.
Everything else that's new, besides the starting date of 200, was included in the base game by patch 1.7.0.
All new characters and mechanics are present if applicable in the other start dates.

Honestly, Fates Divided is my least favorite of the starting dates out of all of them.
I actually like Eight Princes better. It at least has more unique mechanics.

Thanks a lot! Yeah honestly this gives me zero incentive to buy the DLC lol. I also don't like having huge starting factions. I wonder if AD207 might be the final campaign DLC for 3K since I can't imagine them releasing scenarios like 220 where there's pretty much nothing but 4-5 factions left with 3 of them already owning huge chunk of the map, especially Cao Cao, right off the bat.

You are also missing on the Nothern Army Units I believe. As far as I could tell they simply won't unlock if you play without Fates Divided - however I didn't check whether or not they would unlock if AI Cao Cao / Yuan Shao reached the threshold but I would doubt so.

They will unlock in any start date. As soon as Yuan Shao or Cao Cao hits Lv.7.

I got them in my 190 Cao Cao campaign.

But the AI Cao and Yuan can still use those new units? I don't mind if it's just player restriction since I never use Cao or Yuan myself.

Yes well that's because you have FD don't you.
Try disabling the FD DLC and reach level 7 again, trust me : you are not getting them.

But again, I didn't test for the AI reaching level 7 without FD enabled so I can't answer that.
