Are you managing your economy well? Because on normal the AI receives no bonuses and their city building is terrible, so you should be able to field more armies then an AI of the same size. Yuan Shao and Liu Bei are exceptions because they can spam low-tier units per their faction background, but militia and captains have very poor morale.

I've been doing my best to manage my economy. I was making 8k a turn, supporting 3 armies and all of my provinces were happy. Also, that's what I thought, I've played Total War for years and always played on normal, because I don't care for the added stress of hard or legendary, with the AI having cheats and such, but 3K and Troy have been the only TWs I've played, where even on normal it feels like the AI has army, after army, after army, after army.
Also, I'm playing Cao Cao, I liked his special abilities. I manage my economy pretty well, it just seems if I don't take out dudes like Yuan Shao and Liu Bei ASAP, they get massive.
