Report a translation problem
Each commandery has a settlement and one or more resource specialty counties, like iron mines, salt mines, farmlands, jade mine, etc. which have unique income bonuses and other effects. These counties can be upgraded too just like "buildings".
If you are interested in commandery X, click on any settlement, town or resource, and the building panel will pop up. You can kind of tell by the art what buildings have been built, and you can certainly tell how many building slots there are in the town. If you don't own any bit of the commandery, the ruling lord's face will cover up the settlement icons and it can be hard to tell.
If you DO own one county in a commandery, you can right-click the county you own and that brings up the building panel. There you can see all the buildings that can be built in that entire commandery.
The exception to this is when the major settlement of a Commandery is on the coast or on a river. In those cases a unique port building can be constructed in the major settlement, which can give food, commerce, or a mixture of the two.
