In my legendary MoH campaign Liu Bei kept hold of PingYuan and took a few provinces from YT ans Dong Zhou. He confederated with Liu Biao open his death and is currently at war with Liu Zhang.
I am playing as Liu Chong.
I have also seen him do this a few times during warlords start date, so happens in main campaign as well.
If they are going to bring in an event for Bei to go to war with Zhang, automatically fair enough but it will come with a Yi campaign start date, or a start date far more relevant to the actual event, not one that happens like 30 years beforehand.
There is no event when Liu Biao dies and Lei Bei gets his land.
When you play as Liu Bei have it as one of your objectives, when ai is Liu Bei he has a chance to confederate Liu Biao upon Biao's death.
If you want to do it as the player, just migrate there yourself?
In the novel Biao offered to give Bei his territory but Bei turned him down (then Biao's son sold Bei out and gave all the territory to Cao Cao). Bei did win back/take control of some of Jing province though after the battle of Chi Bi.
It isn't actually historically accurate that Biao gives Bei his lands.
With the Zhang event it should also be optional, as Zhang asked for Bei's help against Zhang Lu. Bei came, but then betrayed Zhang and marched on Cheng Du, with Zhang eventually surrendering.
I hope they keep the events open ended, because locking events in the sandbox ruins it a little bit.

Although since he often still had some territory close to his starting location, this leads to Liu Bei holding a rather awkwardly laid out kingdom. But right now its probably the best way CA could think of to try and guide him in the direction of where his actual Kingdom of Shu was based.
Due to Liu Bei’s ability to annex Han territories it is possible one of his armies made their way to one of the Han commanderies, and in the Mandate of Heaven Liu Bei will annex the Han commanderies near his starting location. So he probably annexed it but like others have mentioned I have seen Liu Bei’s A.I confederate with Liu Biao but that is the last event I’ve seen.
I'm hoping for a 192 or so start. WIth Lu Bu in Cao Cao's lands and Liu Bei on the run. I would very much like to reinact Xiahou Dun's actions during that war with Lu Bu.
Unless there is a way to play two factions at once like Dong Zhuo and Cao Cao I see this not happening very often. There is an event for Lu Bu but I've only had it trigger when he was part of my court in a MoH playthrough.
My AI Liu actually suprised me since I thought he would die in the first 10 turns too..but for some reasons he beat back the yerrow turban and annexed liu Biao, now he and Yuan Shao fought for hegemony up north. Dong Zhou got the emprah and died 2 turns later which Lu Bu took over...Weird game for me.
