I am just speculate here, but I do know the game assign a "growth" rate for all AI factions every single new game. Especially for dominant factions like Liu Bei, Dong Zhuo,,,etc, I guess it for random sandbox experiences.
Take MOH Liu Bei as example, most time, the game assign an average "growth" rate for his factions, and you can see he just hold his ground under the constant siege of the 3 Zhang Brothers, but once in a while, he just get wipe in 15 turns, or he went Super Saiyan, and took out 1 brother all by himself. I guess both of you game, Dong Zhuo get assign a really low "growth"rate, and the game decide to go Empress He route instead.

Wanted to add a little more info,
The MOH Han Empire alliance is a "pay to play" model. Take a look at your treasury tab, you will see a tribute entry. You have to pay the Han Dynasty every turn, the emperor took everyone tribute, keep a big cut, and redistribute what left back to alliance members.
As the empress start kicking factions off, you are paying more as there are less contributing member. In a sense, it is better to get kick off rather than leave, leaving often time will make other alliance members hate you, including the big boss, and she is so close to your home base, it is not a good look...lol
I found this out when I am still new to the game, after Empress He kick 3 members off in a turn, my treasury suddenly in the red. I went over my treasury tab and found out I am paying 3k triibute.
I am making money so far from the Empire. Of course, I am right at the point where He is kicking out members. But in the previous playthrough, where I went all the way to Emperor kid becoming Emperor, I was getting money from the Empire even when we had like half the members. And since the Emperor was going around and getting a lot of territories, I was making MORE money.
Mostly, I want to know if I load back to when the Emperor dies whether the coup would happen or I have to restart the campaign.
Please don't take it the wrong way, I think the Dong Zhuo script fire or not is actually matter not much to you. You want to restore the han, beside playing Liu Bei, I am not even sure Liu Chong can do it.
Dong Zhuo script fire,
-- alliance dissolved, you fighting the YT alone. Also, you are in danger some random faction declare war on you.
-- Dong Zhuo take over Liu Hong land, including Luoyang, and Dong Zhuo at turn 40ish, does not have the might to defend it. (3 zhang winning condition is 51? province + own Luoyang)
-- Restore the han, (not very sure), But I think if you can become very strong, beat Dong Zhuo into submission, and vassalize him , then annex him, Do all this BEFORE Liu Xie turn 16(around turn 86ish) while fighting the YT.
Dong Zhuo script does not fire,
-- You stay in alliance with some member, fight the YT(at least you and empress HE). Very little risk someone will declare war on you. Declare war on you mean declare war on every member of the alliance.
-- Empress He still has the DOOM stack of imperial army defending Luoyang. Without luoyang, the zhang brother cannot win.
-- Con will be, Empress He will keep annex land, (maybe yours but definitely Han empire's land) and when three kingdom event start(when you declare king), Empress He/Liu Bian will be one of the three kingdom by default, and they might be pretty big to take down.
So, Restore the Han in MOH campaign just too much of a hassle. You can do that in any other start date.
Honestly, the answer to tons of cash and power for me was to ignore the North and hit Yuan Shao to the South, the moment he proclaimed himself emperor with everything I had while he was fighting someone else. He did give me a bit of a fight, but my attack took him by surprise and never regained the momentum. Now I am swimming in cash.
