MTU\TUP or WKD is also great for unique characters, (remember to use compatibility patches for the first mod).
190 expanded is a work in progress, but it fills out alot of areas that lack factions in vanilla, comes with MTU and makes some puzzle illustrations characters unique.
Alex Zhao's "More unique units", dead barons "Unit pack" and guvernorens "more faction unique units" is all great to flesh out the roster too.
Character biographies (theres 2 to pick from) is great to learn about the era.
