lagging and stuttering from the main-menu

hello guys I just bought the game and I'm facing really annoying lag and stuttering it's like i'm the playing the game on 1 frame
- I have TW warhammer 3 and playing it on high setting with no problem ,I don't think my pc is the problem

did anyone face this problem and if you don't mind how could you fix it

turned out it's a CPU problem specificity 12th gen intel cups
I have 2 solutions both are bad to be honest :(
1- upgrade to windows 11 my friend did it and it worked out
2- run the game then open task manager go to details then right click on TW Three kingdom
set affinity then check all the cores my CPU heat went up but the problem is solved

I don't really like this , I think i'm going to refund the game

i use 12th gen intel ,now i can fix it by set bios e-core to 0
