As a Japanese American fan of Rot3K, I know the character as 関羽、not Guan Yu, but I can't otherwise read Chinese.
Japanese language would cost way too many Charlemagnes! Waaaay to many!
It's literally the matter of a few additional lines of code plus writing a check to a localization company the work is outsourced to.
If Three Kingdoms is popular in Japan, I am sure CA would be happy to tap that market and add Japanese language support. Thing is, PC gaming in Japan is negligible.
Expressions from the novel like "you can't capture a tiger pup without entering the tiger's lair" or "boiling beans by burning beanstalks" are part of our common lexicon.
It doesn't cost THAT much to localize a game, particularly a game that's not as text heavy as an RPG or visual novel. So I'd be surprised if it didn't pay for iteslef.
But TW Shoguns didn't have Japanese support neither(and it still doesn't), which are the games directly set in Japan, I'm sure you already know it. SEGA even puts regional lock on Shogun 2 in Japan and SEGA is Japanese company. It really depends on how large the player base in your region and the profits the company forecasts. I think you might have higher chance if you send your request to SEGA directly, CA has to follow SEGA's policy(and funds) on the publishing matter.

I think Japanese can understand Chinese, partially
Weird thing is even Shogun 2 don't have Japanese language, so for now bear with English. Shogun 2 had some japanese players who made Japanese language mod. And it seems PC gaming in Japan is too low as everything is console
I also hope there will be japanese sub, as Three Kingdoms is pretty big in Japan
