Edit: Oh right, Zhurong from the Furious Wild DLC is an option too.
In Furious Wild DLC, there is Zhurong.
If you want a normal Han leader (Zheng Jiang is bandit; and Zhurong is Nanman); you'll either have to assign a female heir, then kill your previous leader; or get the mod that lets your leader abdicate. That said; there aren't very many unique female generals (this ain't koei sadly); unless you're fine with a generic ruler. There are some popular mods that add more (Wukingdaissance, Make them Unique are probably most popular.)
