You confederate his faction, I believe it is an Easter Egg event that is a reference to the novel where it is claimed Zhuge Liang captured him 7 times.

Does that work for Han factions though, or is it a longcut for other Nanman? Seeing as how if you beat Meng Huo seven times, you could've easily just attacked his settlements and confederated him by force that way...

I saw it posted on Total War access forums I believe its for the Han factions, interestingly as the Han (and maybe for Yellow Turbans and bandits) you can make Nanman factions your vassal when you take their last settlement.

Oh that last bit I knew, any Nanman faction can be forcibly vassalised if you defeat their last settlement. I may end up having to play around with beating up Meng Huo after the next update and patch - I'm not reinstalling the game now just to test that.
