I actually placed Zhang bao yesterday for the first time and I conquered a Han settlement that had a revolt starting. The revolt was than hostile to me, took the settlement and THEN it was friendly. That doesn't make any sense.
By logic they should rather be recruitable after I take that settlement and pretty much free them from their corrupt Han lords. But since the revolt started for a different faction I couldn't even attack it. I had to reload to keep the settlement.
If you spawn a Han rebel in Yellow Turban land, it is actually also hostile until it takes a settlement. Then it becomes part of the existing Han Empire faction
