So actually, the real bug is seeing ANY faction with a locked Prime Minister slot at all, since it does not actually exist any longer.
I've also seen that weird bug where warlord factions are able to hire yellow turbans, and vice versa as well for the yellow turbans able to hire han generals.
The yellow turban generals that are hired in the han factions have a weird glitched portrait, and they aren't able to use their special abilities, but you can see "healer" and "veteran" under their names
I just did a full MOH Liu Bei run and didn't get that position until it was replaced by the empire court.
