Report a translation problem
I'm playing the standard campaign with a buddy.
He plays a bandit faction. We are still at the very beginning and his game comes to a standstill because after a defeat his army will not be rebuilt by a deduction of 4% basic reinforcement rate.
Nowhere is it clear where this deduction comes from. It had no event, no local effect, or where that deduction could come from.
Can anyone help where such a deduction can come from?

looks like it it cause the +100 public order.
As the bandit he get -10% for the basic reinforcement. i think it will be matched with the boni and the result is the -4% he get in the commandery.
