In one of my playthroughs, I did all that, I gave him a minister title, I appointed a heir that boosted a lot of satisfaction combined with Liu Bei's leadership and his Unity points and an item, I made sure his satisfaction was 100 or above 90. But when the trigger fired he still rebelled against me even he was having very high satisfaction.
It would be nice to have him because fighting against him is a nightmare, he alone is able to rout a whole army. My Zhang Fei and Guan Yu are like kitty cats when dueling with Lu Bu.
If it is impossible to tame him, I will have to send him alone very far way from my land before the trigger fires.
But I do know that Lu Bu has a similar sort of scripted event that occurs in 194 in the Mandate of Heaven start.
No matter where he is or who he's with, Lu Bu will leave whatever faction he's in to steal Yingchuan from whoever owns it (usually Liu Chong) and forms his own faction. (Kind of like what Yuan Shao, Kong Rong, Zhang Yan, and Zheng Jiang do).
But I've found that if you make Lu Bu your heir, he will not leave your court to create his own faction.
Maybe if you adopt Lu Bu, or marry him into your family tree somehow, you can set him up as your heir and he won't leave.

Pretty sure Dong Zhou tried adopting Lu Bu but he still got his head chopped off.
Dong Zhuo and Lu Bu even almost came to a mutually satisfactory arrangement involving Diaochan, but she deliberately manipulated both sides into turning against one another.
With no Wang Yun around, adopting Lu Bu is probably safe. He really is a genuine and honest sort who wants to be the good guy, but he's too stupid to realize when he's being manipulated.
Compared to the likes of the bipolar and potentially psychopathic Zhang Fei or the incredibly dense and insufferably arrogant Guan Yu, Lu Bu is one of the only true heroes of the early 190s.
I adopted him but did not make him heir because I wanted Lady Mi to be the heir. Now year 201 and he has not left me yet. I think it is working. I am glad I have the beast. I used him with just 6 units to destroy a whole army of an enemy.
Once he joins my faction, gave him a grand commandant post. Also, always finish his faction council quest which gives +5 satisfaction to every vanguard. Equipped anything that boost faction satisfaction, gave him an army with everyone that is cool with him.
Unfortunately for me, he lost his horse before joining me. His daughter was still a child when he joined me, so I was expecting to have his daughter soon. But strangely she joined Cao Cao's faction immediately after she became of age. I wonder if this is a bug, otherwise why would she join Cao Cao rather than me and her father.
After Lu Bu's faction was destroyed, Chen Gong and Diaochan came to me. A few turns later, I found I was able to steal Lu Bu from Liu Bei as a turncoat before the betrayal(love the turncoat mechanic... Haha).
I ended up following my own advice and adopted Lu Bu to make him my heir.
According to the family tree, it appears that Lady Yan might be in Yuan Shu's court while Lu Ji is in my court (as her portrait does not have a flag behind it).
Babies are weird. It might be random which parent they follow.
If you have an older save from before Lu Ji came of age, try loading it up to see where Lady Yan is. She might be in Cao Cao's faction?

Sadly no luck for me. Lu Ji was in my faction as a baby with Lu Bu. Lady Yan was in Yuan Shu's faction.
Once Lu Ji came of age, she immediately moved over to the Han Empire of all places. What a shame... But it's not the end of the world.
Not like she has Poison Volley or anything, right?
I have Yan Baihu's wife! She's a little bit Indecisive and Incompetent... But she has Stealth (Stalk), Unpredictability (Guerrilla Deployment), and Poison Volley (Green death)
