The bandit network is a fine addition to the game, in my opinion.
I enjoy the bandits playing completely differently from other factions. The 'loss' of endgame units fits their theme just fine in my opinion.
Gather the counties, sell the cities (or offer them to whoever you're currently doing mercenary work for), build up connections in your bandit network, and field scruffy armies of this and that and take over all of China.
Having yet another faction that just goes up the blue tree to Onyx Dragons and then up the purple tree for Lv.5 State Workshops and up the Yellow Tree for all the Corruption reforms is boring. There are plenty of factions that do that already.
I hope the Nanman culture is more akin to the Bandit culture than the Han culture. They should also have a completely different technology line.
They conquer territories only to liberate them as vassal subjects to develop with regular Han structures and buff the tribute gains to incredible levels. Even more broken for bandit queen as making coalition with decent faction allows you to make them love you so much to ask them for her tribute diplomatic option and suddenly they are giving you 10,000g per turn out of tributes.
The vassal mastery keeps your threat level low as well and makes diplomatic game so much easier. So all you really need is to hold on to farmlands as diplomatic currency, well as to boost your espionage to a point you can make pretty much everyone in China love you or build a doomstack army and enslave it all.
Bandit queen gets so silly that you will be making so much money mid-game that you can spend over 20,000g on gifts to make everyone love you and still have enough profits to build whatever you want and raise and recruit anyone you want. It even gets more cheesier if you manage get more factions to love you so much they will do the tribute requests out of friendship.
Unfortunately it's still a bit broken until the next patch (hopefully). Zheng Jiang is currently only able to demand tribute from other bandit factions now. It's impossible to ask it of regular Han factions. So her earning potential is quite limited as far as diplomacy goes.
But that's fine... She can make way more than she ever used to be able to by filling up her army slots in a single 3-county commandery and having all of her generals/armies in that region share the spoils. :p
Loot is quite broken currently.

Bandit queen still can demand tribute from anyone regardless of their culture. Honestly it's a mechanic that shouldn't exist in the game it all, since it's so unbalanced beyond belief. I did that near the end of early game on my coalition member and got +10,000g income all the sudden and it flung me to steamrolling domination instantly..
The proper earning potential of bandits is the vassals, since they are not bandits, but han cultured and their income can be increased by all bandit factions through tribute halls. Bandit queens infamy takes the tribute buffs to extreme unbalanced levels.
It's even mentioned in the 1.5.1 patch notes.
Zheng Jiang's inability to demand tribute from non-bandit factions was addressed but not yet fixed. It's slated to potentially be repaired in the next patch.
