It is a failure.
Cuz Cao Cao doesn't have a trebuchet, but it's usually the army led by Xun Yu that leads the attack on Chen with Cao Cao reinforcing. And Xun Yu brings the siege equipment.
...
I started a new Lu Bu campaign with the intention of doing a different/silly start.
I opened the game as I always do by purchasing the Imperial Jade Seal from Sun Ce and then I did the battles against Xiahou Dun and Xiahou Yuan.
After that... I agreed to cooperate with Liu Biao (becoming his vassal). Liu Biao had over +13.0 opinion on accepting my vassalage so he paid me over 650g/Turn.
Becoming Liu Biao's vassal got me out of the war with Cao Cao, so he left Chen alone.
And joining Liu Biao also skewed my military strength up enough that many factions were willing to pay me loads for Non-Aggression and Military Access... including Cao Cao.
After doing all the deals, I broke down Lu Bu's expensive army and mustered up a new, much more affordable one and marched in the direction of He Yi with the intention of taking his land (and gaining He Yi's regeneration ability for Lu Bu).
Along the way I noticed that Liu Chong adopted Luo Jun (one of my faves from MOH), so I divorced Lady Yan and used the promise of her butt to bring Luo Jun into my court.
Cao Cao declared war on Liu Chong and wiped out his faction... Liu Chong joined my court and Lu Bu's army.
Currently working on finishing off He Yi and will either request release from Liu Biao at around Turn 20 or declare independence.
After that.... just take it one faction at a time. Pick a target and sever diplomatic deals with them.
At the moment though... everyone is trending up towards Best Friend.
You 'Agree to Cooperate' or whatever. Basically the same thing, but he can suggest it even before hitting Marquis.
It definitely does work... that's what I did in my current Lu Bu game that I started a few nights ago.
Edit:
Well, well... I loaded up the game for the first time since 1.5.1 came out (was at work all day today!), and there have been some changes.
First of all, Lu Bu no longer has the ability to spend Momentum to Coerce in diplomacy.
And... Lu Bu is no longer able to seek vassalage under Liu Biao.
That's really weird.
Liu Biao is definitely allowed to vassalize people right from the start of the game... Unless they changed that.

Who is your coop partner? If they are Liu Bei it could be hampering your campaign (because the event probably wont fire for you to join him as a vassal).
