both are working fine for me? the only time anything bad happens is that co-op campagins dont get missions.
But personally, I enjoyed 8P, it totally changes the characters and adds new mechanics. There is less empty map too... I think that it got way too much flak but just because it is so far from the 3K events...
So if you have no special love for the 3K events and characters (or you feel that you already played most of there was to be played without DLC) then 8P could be something to freshen up the game before you go back to the other DLC with all the familiar characters.
Once they fix the expansion, it depends on how much you like

Sun Ce, Lu Bu, Cao Cao and Yuan Shu.
What we actually need is expansion to add proper content to the game. These past two paid-DLC's seem rather unimaginative reshuffles of vanilla game and always does the same thing, which is just new faction resource and starting positions.
Other content that would be acceptable is character pack to add more potraits and fleshing out the basic legendary characters, as bland looking characters just seem be treated like garbage. If they don't have amazing traits and levels then they get pretty much get thrown out the kingdom.
So in terms of Mandate of Heaven, I don't really see anyone reason to get it other than earlier start date and role playing some of the new factions. I mean I bought it for simply the earlier start date to fulfill my Cao Cao fantasies, so I can't say I was disappointed. But overall it doesn't really add much at all in new mechanics that you don't get in the free patch and normal 190 campaign.
I don't think the World Betrayed dlc really adds anything other than allowing you to play Lu Bu or the new Bandit faction from the start in terms of new paid content. Or well at least beyond Lu Bu's gimmick of bonus movement points after each battle.
