Yeah. I noticed. I hope some bug fixes will happen to fix this issue.
He's not part of the missions given. I had gotten him once in a save before when I captured Poyang, the city one, but when I reloaded since I thought I could do better, I didn't get him again :/
If you don't get him before you quit out and load back in, the event likely won't ever trigger.
EDIT: If you're wondering, I found this by checking the script and some extensive testing on my end. It's possible that other things can disrupt the script as well, but from my testing the issue that causes him not to appear is leaving the campaign and loading back in before the 4th battle.
So fight the battle, but don't quit and load back in. Got it. Fourth battle right? So, that means fight four battles in battle without auto resolving it, yes?
