It is ok to be in negative income if you can make enough money from battles to keep going.
Plenty of ways to reduce corruption and satisfaction via reforms, assigning heirs, utilizing faction-wide boosts, character abilities, assignments, ancillary objects and titles etc.. Once you get to Emperor you'll be able to boost satisfaction further with more ministers..But for satisfaction, the most straight forward way is still to keep winning and expanding.
Also Lu Bu, try to make a beeline for Zhang Yan and defeat him in battle as early as possible to get his Greatest Warrior buff (+25% post loot income) coz as Lu Bu you should be looting quite a bit.. Hope it helps..
