Is this a bug? Are the turbans able to recruit outside generals?
Playing as the emperor gives access to the royal army which in manual battles absolutely smashes the yellow turban rebellion and only thing that slows you down is their weak replenishment.
The computer aren't really suppose the be dealing with it all that great, as the entire empire is crippled. You can help bolster them as emperor with warlord influence and reclaiming their lands. If all of them played like in standard game then it would be the shortest campaing ever.
Im still fairly early in my campaing of Mandate of heaven, but i have at least 4 factions now with military strength. Dong smashing some territory of that scum in the west. Liu Chong smashing rebels in the north and couple random factions in the south barely managing it.
So long as you play as the emperor they do not seem all that bad, while they are weak for a reason. Im not having any issues with fervor yet either, as im conquering territory going up north to deal with the brothers. Sure there is lot of unhappiness within these territory but nothing i can't handle with mustering troops to crush any rising rebellions or selling territories i dont need to my subjects.

Where do I state that they are a problem for ME, the player? They are a problem for the AI. The AI are being pummeled by the Zhang. My armies cannot be everywhere at once to intervene, especially when I am not at least a second marquis or with a reform that allows a second army. Learn to read and comprehend what is being conveyed. This is a major problem in today's world because people like you jump to conclusions which leads to misunderstanding.
Play as another faction? I've already played all of them as it is, but what the hell is that going to solve for the AI? Yuan Shao and Liu Bei get decimated, no matter what faction you choose. Gongsun Zan's faction never rises either.
Sure you can choose emperor and actually move He Jin's army, then its easy game, but I prefer a BALANCED challenge
AI smashes the yellow turban rebellion too easily in all my play throughs on legendary and liu bei, yuan shao, dong zhou, gongsan tend to dominate the map with Cao Cao staying south conquering the empty territories so there definitely something weird with MoH in general
The title states "Zhang brothers are broken and greatly overpowered for AI to handle" I am still trying to find the piece in my paragraph that would lead one to come up with the conclusion that Zhang is problem for player when I stated it is problem for AI
