Three Kingdoms is ideal for a Game of Thrones MOD (despite the hurdles)
Pretty sure a GoT Total War game will never happen, for similar reasons a LOTR one probably never will, but in terms of modding, so many mechanics in 3K would fit perfectly in a GoT setting, particularly in terms of generals.

The general types would fit really well with GoT, you could have:
(obviously some could be other types, some are hard to judge)

Champions:
Arya, Jaime, Oberyn, Barriston Selmy, Bronn, Daario Naharis, Euron
Syrio Forel, Karl Tanner, Loras Tyrell, Obara, Nymeria and Tyene Sand, Qhorin Halfhand, Locke, Aero Hotah, Rickon Stark (if he survives until older)

Commanders:
Daenerys, Tywin, Mance Rayder, Renly, Randyll Tarly, Ser Davos, Yohn Royce, Yara Greyjoy, Theon, Alliser Thorne, The Night King, Rickard Karstark, Ser Rodrick
Viserys, Jeor Mormont, Kevan Lannister, Janos Slynt, Edmure Tully, Meryn Trant, Jory Cassel, Robin Arryn and Tommen (when older)

(a lot of the Commanders I have as that because of old age, I'm sure younger versions would be different for the likes of Randyll Tarly, Yohn Royce, Alliser Thorne etc.)

Strategists:
Ramsay, Littlefinger, Tyrion, Sansa, Roose Bolton, Mellisandre
Ygritte, Sam Tarly, Meera Reed (when older)

Sentinels:
The Hound (morale penalty to fire), Brienne, Jon Snow, Tormund, Blackfish, Jorah Mormont, Stannis Baratheon, Grey Worm, Ned Stark, Beric Dondarion, Dickon Tarly, Smalljon Umber, Lord of Bones, Podrick Payne

Vangaurds:
Khal Drogo (after the Dothraki battle i reckon most Dorthraki would be Vanguards), The Mountain, Benjen Stark, Robb Stark, Gendry, King Robert,
Styr, Greatjon Umber, Lyanna Mormont (when older)

Healer:
Thoros of Myr (obviously)

Joffrey would be an interesting one if he survived until he was older, could be a Commander learning from Tywin, a Strategist learning from Cercei, because of his personality and natural fury he could become a bloodthirsty Vanguard, or being Jaime's son could have become a Champion, albeit a wild one. Maybe this would be decided through a series of dilemmas you'd get as his faction.

You would also have a plethora of characters who can be in your court, giving campaign faction bonuses but not on the battlefield (some maybe could be Administrators and lead garrisons), similar to Emperor Lui Hong:

Strategists:
Doran Martell, Bran (As Three Eyed Raven), Olenna Tyrell, Varys, Maester Luwin, Maester Aemon, Grand Maester Pycelle, Margaery Tyrell, Qyburn, Missandei, Cercei

Commanders:
Baylon Greyjoy, Walder Frey, Catelyn Stark, High Sparrow, Ellaria Sand, Shireen Baratheon (if she survives)

So even before in-game children and generic characters, you'd have SO many characters in a full GoT mod.

Three Kingdoms would also be perfect for the mod because of the Items system for characters, as obviously in the show a lot of items do change hands at one point or another, you'd have:

Weapons:

Ice, then Oathkeeper and Widow's Wail depending on how the game goes, Longclaw, Heartsbane, the Valyrian Dagger, Lady Forlorn (House Corbay), maybe have missions to find Blackfyre, Brightroar, and Dark Sister, the lost Valyrian steel weapons.
All of these blades would also give bonuses against the White Walkers, and so would Dawn (House Dayne) as well as Dragonglass Weapons.

Then you'd also have King Robert's Warhammer, Joffrey's Crossbow, Needle, Oberyn's Spear, the Sandsnakes' weapons as well, Bronn's dagger, and i'm sure other unique ones i've missed.

Not to mention good generic weapons like the Dothraki Arakh, Longswords, longbows etc.

Armour:

Armour would be mainly a split between character specific and generic, but you'd have characters changing or even losing armour, such as Brienne's new armour, the Mountain's new armour, the Hound losing his armour, Jaime starting with Kingsguard armour, then losing it, Danny having her various iconic outifts.

Mounts:

Mounts would be largely generic, but you could have a few unique mounts, such as Drogo's horse (Dothraki characters would almost always have elite mounts but poor armour).

Followers:

You could do a lot of lore-based followers (maybe Missandei could be a follower for Daenerys instead of a character) possibly also the Maesters as followers, Cercei could have the pyromancer perhaps, anyway there could be LOADS of different followers based on the lore, especially for different regions and stuff.

Accessories:

Accessories could be very lore-based as well, particularly regional ones, plus you could even have a lot of fun with those, maybe give Cercei wine as an accessory, the Hound could have chicken, Arya could get a massive cunning boost from having faces as an accessory, Karl Tanner with Jeor Mormont's skull, Robb Stark could even have Grey Wind as a powerful accessory, and Jon could have Ghost, possibilities are VAST.

Titles could be pretty good as well in terms of lore, such as Warden of the ____ and other such titles, as well as nicknames from deeds in battle or court.

In terms of your court you'd have positions such as the Maester, Master at Arms, those kinds of things. If your faction rises to the rank of a king then you'd have the Hand, the head of Kingsguard and the other Small Council positions.
In addition some characters could get more satisfaction (and thus loyalty) for different reasons, for example if you sack settlements or slaughter captives characters like Varys would lose a lot of satisfaction or dislike the character who did them, characters like Dothraki would get satisfaction from you winning battles, taking slaves etc.

Diplomacy would be VERY interesting, with most houses vassals of the great houses, but some with different levels of loyalty (e.g. Mormonts very loyal, Bolton's happy to switch sides etc. You'd have factions like Ironborn being unable to trade or wanting tribute to not be raided by them, as well as wanting independence constantly, the Freys especially wanting high-born marriages, Martells not being able to be vassals, etc.
At the same time with this you'd have to be able to take control of other's armies, like when Robb leads all of the Northern armies, so that could be interesting, but then like the Bolton army could defect and things like that when they betray you.
The Golden Company could be a useful mercenary contract army, if you have the coin.

In the game political marriages would be WAY more important than in Three Kingdoms as well, obviously.

The tech tree could be somewhat different between each culture (North, Dornish, Westerlands, The Reach etc) but also some unique ones to characters such as Daenerys, Jon Snow, or Cercei if they are your faction leaders.

Not sure how different the spy network would be, but if you have characters such as Varys, Littlefinger, or Cercei in your faction and in the right court role then you could get massive bonuses to those.

In terms of armies, different cultures could get generic units (North, Dornish, Ironborn etc), different factions would get certain units (Bolton spear guards, Lannister heavy infantry, Daenerys' faction eventually having access to all of Dothraki, Unsullied etc,).

The House on the Throne would get Royal Units (small Kingsguard units, Goldcloaks) as well as their usual ones (King Robert having Stormlands units, his own unique units, and Royal units, whereas Joffrey and Tommen get Lannister units with their unique and Royal ones).

Then characters could get their own unique units too, such as Styr being the only Wildling to recruit Thenns, Tyrion the only Lannister (at the start) to recruit Hill Tribe units, having Daario Naharis allows access to Second Sons units, Jon Snow being able to get generic Wildling units, Ramsay getting some stealthy hunter raider units ( like when he destroyed Stannis' supplies), Euron getting some elite axe units, Grey Worm getting specific elite Unsullied, things like that.

In terms of settlements and resources, it would probably be better to have the Warhammer system of unique buildings in certain places, rather than buildings for different factions to build anywhere, but for resources you'd have the Reach factions with a lot of food, Dorne having wine, Dothraki having horses, Dragonstone having Dragonglass (providing the owner and trade partners with bonuses vs White Walkers.

So yeah, in my view Three Kingdoms has so many mechanics that would make it ideal for a Game of Thrones Total War mod.

Obviously the main problems for the mod would be:

The mod not being allowed at all, because of copyright and all that kind of stuff.
Not being able to change the map, like they haven't been able to do in recent Total War titles.
Dragons being impossible to recreate in the game (we know they'd be OP anyway)
And after that the sheer magnitude and how long it takes to make HUGE mods like this.

We've seen how long it is taking for mods such as Rise of Mordor and other massive mods to be done, so this would take years as well i'd expect.

Anyway, let me know what you think. Have I missed any other ways a Thrones mod would fit Three Kingdoms well, or ways it wouldn't? Any characters I've missed or you'd have as a different class? Mechanics or factions resources each faction could have?

I can safely say my interest in anything Game of thrones was destroyed with the last two seasons. You don't see much in the way of varied units ect in the armies so you would have to make all of that up, I think with fantasy people want a wide range of magic and different units and GOT dosent have that.

That's understandable, the ending was underwhelming in some ways and infuriating in others, but if you started with the War of the Five Kings, or Robert's Rebellion, or somewhere in between, and give players choices with events, similar to like Sun Jian dying or not, obviously it would end up TOTALLY different, so in a way you could fix that ending I guess!

I know what you mean with the units, but I think between the show, the lore, and some creative thinking I think you'd get enough variety for it to not get boring.
I mean I've made suggestions based on culture (the North, Dornish, Westerlands etc) where you do see some variety in the show, and you could have faction bonuses for terrain and stuff, so obviously North armies getting bonuses in Snow, Vale units getting bonuses in hills.
Then faction specific units, like the Bolton heavy spears, Lannister heavy infantry, things like that.
Then general specific units, like Ramsay getting his own archers, Styr getting Thenns, Drogo having his own Bloodrider units.

Obviously some things you might need to make up, or take some creative licence with, but I'm not even an expert on the lore of the regions and houses and stuff and I can think of these things, so I'm sure if potential modders researched in detail, I bet there'd be enough to go on.

With the magic thing, that's one of the reasons I think 3K is a better fit for a GoT mod than say the Warhammer games, because obviously for most of the wars Thrones has more in common with something like 3K than it does with Warhammer.
I don't think that just because it's technically fantasy people will want and expect loads of magic, anyone interested in Thrones knows its more about the politics and normal wars, magic only figures in a few battles really.
