Why can't certain generals recruit Yan Baihu special units?

The faction description says the White Tiger raiders/warriors are available for characters rank 1 or higher, but the strategist I recruited don't have any of them available to recruit.

his special units have a limited number I believe that can be unlocked from the bandit network. yue tribesmen can also be unlocked from the minor side building that is unique to his factionn

Yeah, they aren't available to the strategist at all, even if some are available for recruitment.

Other than Yan Baihu himself and Yan Yu, I've only found that Xiahou Dun, one of Cao Cao's legendary characters is able to recruit them. No other character I hire can do it so far.

The problem is actually that they lied on the units, it says you can get them at rank 1 but you can't. you actually need to be rank 2 for the infantry and 4 to get the raiders. At least that has been the case in all my games in multiplayer campaign, not sure if that extends to singleplayer as well

The reason is rather simple. Strategist specializes in ranged units and not melee units, hence he doesn't have access to them for same reason he can't recruit infantry such as shield spearmen either.

You need particular type general to be able to recruit them along with the required rank. So anyone general with same color as the unit can recruit them. I believe commanders (yellow) are also able to recruit unique units as well, since they have access to broader unit variation (other colors).

Thats only true for normal units, faction units (your faction not others) can be recruited by any general in the faction. my strategist has access to white tiger infantry which is a metal unit (purple). If your trying to get yi archers as the bandits then yes you would need a strategist. They just ♥♥♥♥♥♥ up with the rank unlock text on the units but it seems like they don't care to fix it

I believe they fixed the bandit unique unit recruitment bug in the latest 1.5.2 beta patch. If you would like, you can opt into it. Something was wrong with the unit number caps.

yes they have fixed it, i'm currently using the beta with a friend. The research just to the north of yan's start still gives white tiger infantry so it basically doesn't give you anything other than the bonuses as once yan is lvl 2 he can start recruiting tiger infantry even without the tech
