For example, if you don't own the DLC, "A World Betrayed" then you can't download "White Tiger Yan", a "free" character for that DLC.
That's incorrect, it's free for everyone. It's not 'downloading' because it's already installed, clicking 'download' just activates it in your game. It can take a few tries to get it to work, but Tao Qian should become available on the campaign character screen.

Are you saying that a character created for a particular DLC scenario is also available for other scenarios?
Although Tao Qian was released alongside the Mandate DLC, he's playable in both the 182 (DLC) campaign and the 190 (base game) campaign, so people without the DLC can still play as him. The new bandit character will work the same way. Playable in the base 190 campaign or in the new 194 DLC scenario.
