is the Administration Office chain supposed to give negative public order?
the imperial palace gives -15 public order, and the county office gives -3... i thought the administration was supposed to control public order?

Yeah last patch made that change. There is a chain on admin that would add public order.

With the Mandate of Heaven some administrative buildings got new bonuses with one new feature being combating the new mechanic called fervour which drained public order due to Yellow Turban influences, however the negative effect on public order carried over to the main campaign making the only administrative building that doesn’t decrease public order the temple.

Didn't the palace in the past give a rather useless +10% all income instead of the 85 peasantry income that it is now? Well its far more useful now if so imo. The temple now gives the all income bonus so its a bit more useful too.

Usually I'd just build the garrision building for public order before. So it was a good change I think.

Right but... thats what the tax office does too... like both chains do exactly the same thing now...

Nope. They are totally different building chains. One focuses entirely on income generation, the other has the option to increase income even further..or go into the anti-corruption build. Serious Trivia has an excellent (imo: the best) video on YouTube discussing how to optimally use these chains. With the coming updates, peasant income will be even more valuable as will population growth.

Nope. They are totally different building chains. One focuses entirely on income generation, the other has the option to increase income even further..or go into the anti-corruption build. PO isnt an issue if you know how to handle it, plus you don't do that build in every commandery, just a few that are prime peasantry income. Tax income is great for early game since it costs nothing to build and provides instant income for small population towns.

the issue is handling it requires stalling expansion, and I can't afford that when the AI is able to basically take a territory a turn. I have to keep up with that and can't just have my limited armies sitting in my settlements to counteract the negative public order. I don't want to be teeter-tottering the public order, I want it to stay at 100 so I don't have to worry about it.
