The Xiongnu
Are they in the game? They were a major threat to China at various times (including the Han period) and the tribes who paid tribute to China also played a role in shaping Chinese politics. As far as I can tell their historical territories in game are all 'abandonned'. What a shame!

Closest you get is being able to recruit Qiang cavalry when playing as Ma Teng. They may show up a bit later - we know, for instance, that the Nanman are coming to the south - but for now, their areas are simply not under Han influence and are governing themselves with no actual armies or garrisons to provide a legitimate defence.

Sadly the Xiongnu is not in this game. Near the end of the Han Empire, the southern Xiongnu tribes migrated into China proper, settling roughly directly north of Dong Zhuo, and west of Gongsun Zan (a la the Great Migration as Western Rome was collapsing). They became a vassal of Han Empire but as the Han weakened reverted to raiding again. Cao Cao eventually brought them under control by a combination of military and diplomatic means. By this time Southern Xiongnu had become semi-sinicized, they would have fielded a combination of traditional Chinese troops and Xiongnu units. I imagine it would be great fun to have them in the game.

The abandoned areas you were thinking of are probably the southeast corner of the map. That area was occupied by the Shan Yue tribes, meaning literally mountain barbarians. Sun Quan's regime waged extensive campaigns to bring these people under control. Sadly they are not in the game either, and that part of the map is indeed abandoned.

Qiang is a different nomadic tribe from the Xiongnu. By this time period, Xiongnu had migrated into China and were settled to the north of Chang'an. Qiang is to the southwest of Xiongnu and more nomadic.

At the very least, CA hinted Nanman to be added soon.

Also, the Xiongnu has very minor existence in the game, you can recruit Xiongnu Cavalry playing as Dong Zhuo.

In the expansion for Romance of the Three Kingdoms 13 a random event can happen where bandits and different tribes depending on region would appear near cities and towns. In Total War Three Kingdoms it would be interesting if they replace the Yellow Turbans in the north west and eastern regions with nomadic tribes when public order falls.
