Probably intentional as being able to snatch Dong Zhuo's most fearsome general in exchange for a wooden dog and a pocketful of change was a bit silly and a very popular "exploit".
There's a chance that Dong Zhuo might adopt him during the course of the campaign... I noticed TONS of adoptions going on in my Mandate of Heaven campaigns. Some factions were even adopting eunuchs, which is kind of silly.
At least I will always have a Save File and Screenshot that you can Marry LuBu before CA changed the system.

Wasn't there a way to turn him into your Heir to avoid him leaving?
Yes my first playthrough save file they have 4 kids but they hate each other because Lu Bu has the disloyal trait and zhen jiang has dutiful.... it wasn't always that way though it happened after they had the kids.
