Imperial palace building.
I just reinstalled update 14.0 and found out the imperial palace now doesn't give the income to all sources bonus, but a negative public order instead. It's basically the tax office with extra steps and i don't see how this would make my city better as i also have to negate the -15 public order with another building, being a temple or suppy lines(ma teng)

Doesn't it upgrade the garrison and lower zeal?

Yes.
And the Confucian Temple now gives income boost from all sources.
A number of buildings were tweaked in 1.4.

That's the thing, you only have the income boost in the MoH campaign. I think it's a bug because you have the other changes in the original startdate as well. I really want a real patch soon. So much is buggy right now.

The Imperial palace upgrades the garrison of the city to Imperial Elite units.
