How to unlock entrepreneur?

I had it but I deleted some building to get more public order can somebody tell me where or what building to unlock it again? I own all the provinces in the game already thanks.

Entrepreneurs are available after the construction of 4 tier Marketplace https://www.naguide.com/total-war-three-kingdoms-resource-locations-campaign-map/

Entrepreneurs can be unlocked by building a tier 4 market. Building line that grants trade influence and % bonus to commerce.

Artisans can be unlocked by building a Master artisans workshop which is the building line that gives % bonus to both commerce and industry.

Other resources you can get from minor resource settlements. These two however you have to make buildings yourself to gain access to them.
