"eventually decided to shelter Liu Bei, an enemy of Cao Cao and relative in deep lineage when Cao Cao defeated Yuan Shao"

According to the wiki, to an extend I guess? I couldn't find much more about it on the page. Seems they're related, but feels like it was pretty distant.

Same thing for Liu Zhang. Both descendants of the imperial family.

The founder of the Han dynasty was named Liu Bang, everyone with the family name Liu is a descendant of Liu Bang to some extent.
I've seen the word "cousin" used, but I don't think they are first cousins.
Probably not. Sur names in China are very common. Some are even spelled the same in English but are completely different in Chinese. They could have the surname zhang and zhang, but both have different meanings

I believe most of the Liu warlords are distantly related. Most of them rose to prominence because of their lineage. None of them are close relatives, though, as far as I'm aware.

Yes, im doing the Liu Bei campaign at the moment and there's a mission to reunite Liu Biao and Liu Bei under the same faction.
From a far distance the name Liu Bei looks like 'Lil Boy'
Liu is the surname of the royal family of Han. As it was common for emperors to have hundred of wives and send their sons to rule cities, it was common also to find those related to the emperor in places of power throughout the empire. Liu Bei and Liu Biao considered themselves relative but are probably descended from completely different emperors.

As for OP.
https://en.wikipedia.org/wiki/Liu_Biao#Life
"Around 200 CE, after Cao Cao's total victory over the rival warlord Yuan Shao at the Battle of Guandu, Liu Biao still remained neutral, despite being one of the only other warlords in a position to oppose the two powers. Liu Biao, however, eventually decided to shelter Liu Bei, an enemy of Cao Cao and relative in deep lineage when Cao Cao defeated Yuan Shao, where Liu Bei was previously sheltered after the events of 198. This made Liu Biao a target of Cao Cao's wrath due to the fact Liu Bei rebelled against Cao Cao just before the war against Yuan Shao"

Liu Bang was founder of Western Han dynasty. This game happened in Eastern Han dynasty, which was founded by Liu Xiu. Liu Bang and Liu Xiu actually did not have blood relationship. Liu Biao and Liu Zhang were descendants of Liu Xiu. Liu Bei claimed that he was also a descendant of Liu Xiu to gain popularity, you can trust him or not.
