How to recruit siege weapons?
playing with cao cao im looking for it but i cant find should i research reforms or different thing?

I got a level 3 and he could recruit catapults so if there’s a level requirement it’s at least 3

level 1 strategist is enough for catapults

There may be other requirements because i did not see them for my strategist in early game.
